Dear user, thanks for your interest! Above you have a picture of me, Lúcio Vinhas de Souza, and to the left links to some information about my life, my work and my experiences at the FE/UNL in Lisbon (my Alma Mater), my work at the United Nations, my research work for the European Parliament, for the EU's PHARE Projects, at the Tinbergen Institute, at the Central Banks of Estonia and Germany, with the World Bank “Global Development Network”, at the ECARES, with the USAID/IRIS, for the European Commission, at the Kiel Institute for World Economics (IfW), and since 2005 as the officer responsible for Russia and Belarus (with occasional dalliances on Moldova, a longer work on Ukraine and systematic region-wide work) at the DG-ECFIN of the European Commission in Brussels, Belgium.
